Korea Tax Refund for Tourists: Passport, Kiosks, and Checked Bags

Start With Eligibility, Then Read the Receipt

A purchase amount alone does not make a shopper, store, item, or export eligible. VISITKOREA currently describes eligible retail shoppers as non-residents of Korea who do not earn income in Korea. Its current guide includes foreigners staying for up to six months and overseas Koreans who have lived abroad for at least two years and are staying in Korea for three months or less.

The same guide lists long-term stays of six months or more, diplomats, US military personnel, people employed in Korea, and purchases made under a corporate name or through an agent as ineligible. These categories are a screening guide, not a personal tax-residency ruling. If your status is unclear, use the current official guide and ask the refund operator to confirm your case before planning around a refund.

Six-month boundary: VISITKOREA currently lists stays up to six months as eligible but also lists stays of six months or more as ineligible. Current Korea Customs guidance uses less than six months. If your stay reaches six months, do not infer eligibility from this article; confirm with the refund operator.

Keep the Evidence Available, Not Buried

For outbound confirmation, the Korea Customs Service lists a passport, a certificate or confirmation of sale, and purchased goods that are unopened and unused. Your store or provider may issue a regular receipt plus a separate voucher or confirmation. Keep every document until the process is complete rather than deciding that one slip looks unimportant.

  • Passport: keep the passport required by the retailer, refund provider, and departure process available. Do not assume that a photo or copy will be accepted.
  • Receipt and refund document: retain the regular receipt and any voucher, sale confirmation, or provider document issued for the purchase.
  • Goods: keep eligible goods unopened and unused when export confirmation is required.
  • Route evidence: check whether the receipt shows tax already deducted or a general voucher that still requires processing.
  • Departure plan: separate anything that might require inspection before you choose carry-on or checked baggage.

Choose the Departure Flow Before Check-In

Before leaving for the airport, group the documents with the goods and decide which items are allowed in carry-on baggage under the current airline and security rules. A tax-refund process does not override baggage restrictions. The important operational question is whether the goods will remain physically available if the kiosk or customs process asks to see them.

Carry-On Goods

  1. Keep the eligible goods, passport required by the process, receipt, and refund voucher or purchase confirmation with you.
  2. Check the live tax-refund instructions for your actual airport and terminal on departure day.
  3. Use the current kiosk or official process shown for your voucher.
  4. If the kiosk or customs instruction requests the goods, present the items and documents before continuing.
  5. Request or receive the refund only through the current official counter, kiosk, mailbox, mobile, or provider route shown for that voucher.

Carry-on is not automatically the easier route. Liquids, size, weight, security restrictions, airline rules, and the nature of the product still control whether an item can travel in the cabin. If it cannot, use the checked-goods sequence instead of hiding it in the bag and hoping that no inspection occurs.

Goods Going Into Checked Baggage at Incheon Airport

  1. At airline check-in, tell staff that the bag contains tax-refund goods that may need the departure process.
  2. Have the bag tagged, but ask for it to be returned to you instead of releasing it immediately.
  3. Take the passport required by the process, documents, goods, and tagged bag to the current kiosk or official refund step.
  4. If the live instruction selects the purchase for customs inspection, present the goods and documents.
  5. After the required step is cleared, place the bag on the large-baggage belt or follow the current airline and airport instruction.
  6. Complete the remaining refund route shown for the voucher. Do not assume that export confirmation alone means the refund has been paid.

This checked-baggage sequence comes from Incheon International Airport’s current guidance. Other airports, airlines, terminals, and providers may use different layouts or steps. Even at Incheon, counter and kiosk details can change. Check the airport’s live page, select your actual terminal, and follow the instruction shown that day rather than memorizing a gate number from a blog.

If the Kiosk Selects Your Purchase

A kiosk result is a decision point, not a prediction. If it tells you to see customs, keep the goods and evidence together and go to the location shown by the live instruction. Do not release a checked bag, open or use the goods, or substitute a photo for an item that the process asks to inspect.

If no inspection is requested, continue only through the route displayed for your voucher. This does not create a guarantee of payment. A refund can still stop because of eligibility, documents, goods, export conditions, provider requirements, or the selected payment route.
